The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.

The Governance & Tribunal Secretariat is an advisory branch of the Ontario Securities Commission that provides legal advice, support, and education to the Commission’s Board of Directors and separately to the Capital Markets Tribunal’s Adjudicators. The Secretariat administers the OSC’s governance framework and the Capital Markets Tribunal.
The Commission regulates Ontario’s capital markets by making rules that have the force of law and by adopting policies that influence the behaviour of capital markets participants.
The Capital Markets Tribunal is an independent division of the Commission established by the Securities Commission Act, 2021. The Tribunal is the administrative tribunal that is assigned the power to conduct hearings under the Ontario Securities Act and the Commodity Futures Act and to independently determine all questions of fact or law in any proceeding before it under those Acts.
The Governance & Tribunal Secretariat is looking for a Hearings Registrar who is responsible for administering the Tribunal’s hearing process and providing registrar support to stakeholders of the Tribunal, including adjudicators, parties, counsel, media, and the public.
What will you do?
Tribunal Administration
- Schedule and coordinate hearings, issue notices of hearing, and communicate with Tribunal stakeholders
- Fulfill the duties of the Hearings Registrar by receiving, reviewing and processing filings in accordance with applicable rules of procedure and Tribunal policies
- Attend in-person and virtual hearings to provide procedural guidance, administer oaths and affirmations, mark exhibits, maintain accurate hearing records and ensure proceedings are conducted in an orderly and efficient manner
- Manage and maintain document and case management systems to ensure records of proceedings are complete and accurate
- Maintain hearing room decorum and security and ensure the orderly flow of public access to hearings, including both in-person and virtual hearings
- Coordinate and manage bookings for court reporters and interpreters and verify related invoices
- Respond to inquiries from parties, counsel, and the public regarding hearing procedures, schedules and filing requirements
- Arrange for the delivery of certified records of proceedings to parties, courts, and other agencies
Records and Reporting
- Manage the retention and storage of adjudicative records in accordance with applicable policies and legal requirements
- Maintain the Tribunal hearings calendar and create Tribunal metrics and reporting
- Ensure all proceeding documents, records, transcripts, correspondence, and any redacted/sealed records are securely maintained and handled in accordance with confidentiality requirements
Tribunal Stakeholders
- Communicate with Tribunal stakeholders to ensure inquiries related to Tribunal processes and hearings are addressed accurately and in a timely manner
- Provide hearings registrar support to adjudicators and hearing participants
- Coordinate communications regarding publications on the OSC Bulletin, Canadian – Legal Information Institute (CanLII), Capital Markets Tribunal website, and access to Tribunal records
- Support onboarding and orientation of new adjudicators on Tribunal administration procedures, and related processes
What do you need to be successful in this role?
- 3- year college diploma, law clerk certificate or similar field of study; or an undergraduate degree with a major in law or a related field
- 2 years of law clerk and litigation experience
- Working knowledge or awareness of securities regulations and the industry
- Highly developed analytical skills and detail-oriented
- Strong interpersonal and communication skills
- Ability to work with highly confidential information with great discretion
- Proven professional response to pressure and high-stress situations
